Can a home inspector do the FHA or VA foundation certification?
No. We do not issue foundation certifications, and neither can any home inspector who is not separately licensed as a professional engineer — the certification has to come from a licensed professional engineer, who issues a sealed letter of compliance. Saying so plainly is more useful to you than anything else on this page, because if your lender has asked for one, the person you need is an engineer and every day spent asking the wrong professional is a day off your closing timeline. The standard behind it is HUD's Permanent Foundations Guide for Manufactured Housing, HUD-7584 / Handbook 4930.3G, which requires a site-specific design for each home accounting for dead, snow, wind and seismic loads, and contemplates a frost-line-protected perimeter foundation as well as frost-line-protected piers under the chassis. Lenders commonly require the certification to be recent, often no more than six months old, and FHA and VA requirements overlap without being identical, with individual lenders layering on their own overlays. Requirements vary by lender and loan program — confirm yours with your loan officer rather than working from a general rule. What we can do, and what is genuinely worth doing first, is identify the conditions that would cause an engineer's certification to fail, before you pay for it and before the appraisal. The recurring ones: no perimeter foundation at all, only piers and skirting; piers and footings set above the local frost depth; piers that are dry-stacked block leaning out of plumb, cracked or shimmed with scrap lumber or shingles instead of paired hardwood shims; footings undersized, absent, or a block set on grade; missing piers where the manufacturer's installation instructions require them; anchoring missing, slack, severed or rusted; the tow hitch, axles and wheels still attached, which Fannie Mae requires be removed; and cut or notched chassis I-beams, usually done to run plumbing or add a stair.
