Stearns County's SSTS Ordinance #422 requires, when ownership of land with a dwelling transfers, a compliance inspection and Certificate of Compliance, unless one was issued within the previous 3 years for a system older than 5 years, or an original certificate is on file for a system under 5 years old. It depends on the county. Many Minnesota counties require a compliance inspection at the time of sale; others require one only in shoreland areas or leave it to the lender. Ask the county's environmental services office early, because a failing system can change the terms of a sale.

What are signs of septic trouble?

Roscoe was once called Zion — what does that history say about its houses?
It says the village is old and built around a church. Roscoe began as Zion with a post office in 1865, was renamed in 1914 for a railroad executive, and the Great Northern tracks were abandoned in 1988. A church was dedicated on the St. Agnes site in 1898. Houses cluster near the church and the old rail line and run to a century old. We check foundations and basement walls, old wiring and plumbing, roof age and chimneys, and whether each home is on a private well and septic system.
