For an Independence buyer, owner or lender, a commercial property inspection answers a basic question: what shape is this building in? The city's plan says commercial and industrial development will be limited and concentrated in key areas, and the two areas it names both sit on Highway 12.

Commercial buildings in and around Independence
Where Independence puts its commercial buildings
Independence sits in the western part of Hennepin County. The city's plan says it will limit and concentrate commercial and industrial development to key areas. It names an existing “Commercial Light Industrial” area at the intersection of Highway 12 and County Road 90 and an “Urban Commercial” area at Highway 12 and County Line Road, adjacent to Delano’s commercial district.
The Metropolitan Council's committee report says the city's plan identifies the two railroads, CP and BNSF, and US 12 as the primary freight movement routes, and notes that Maple Plain is surrounded on three sides by Independence. Where commercial land is limited to key areas, an existing building may be hard to replace with a similar one nearby, which is one reason its condition carries weight in a purchase or lending decision.
Wells, septic systems and farm-country buildings
Most of the city is guided for farming. The Metropolitan Council describes the western two-thirds of Independence as guided agricultural at one unit per 40 acres and the eastern third as rural residential at one unit per five acres, and the city's water plan calls existing land use a mixture of agriculture, residential and commercial uses. The city's utilities page lists both “City Sewer or Private Septic” and “Water - Private Well.”
Where a commercial or agricultural-service building uses a private septic system and a well, those systems are part of the property rather than a public service. They are equipment that ages out of sight. Rural shops and pole barns can have wiring that was added in stages over the years, which is one reason electrical service matters to a buyer or lender. Thermal imaging can show warm connections in an electrical panel that looks fine from the outside.
Lake Independence, Lake Sarah and the drainage around them
The city's water plan says the high-water elevations of Lake Independence, Lake Sarah and Lake Haughey were identified as a concern in the second-generation water management plan, and that a Lake Independence outlet project completed in 2013 lowered the lake level to an acceptable elevation. It also identifies stormwater runoff associated with the culverts north and south of the railroad at County Line Road, between Delano and Independence, as a concern.
Where lakes and culverts handle a lot of water, a building's grading, foundation drainage and lower-level moisture are worth a close look. A commercial property inspection is a snapshot of condition on the day it is done, and thermal imaging can add a view of wet roof insulation or damp wall sections that the surface does not show.

Quick answers
Is there much commercial property in Independence?
The city's plan says it will limit and concentrate commercial and industrial development to key areas, and it names a Commercial Light Industrial area at Highway 12 and County Road 90 and an Urban Commercial area at Highway 12 and County Line Road. The Metropolitan Council describes the western two-thirds of the city as guided agricultural and the eastern third as rural residential.
Do commercial buildings in Independence run on city sewer and water?
The city's utilities page lists “City Sewer or Private Septic” for sewer and “Water - Private Well” for water. A private septic system and a well belong to the property and age out of sight, so their history is worth asking about when a building is bought or financed.
Can lake levels affect buildings near Lake Independence or Lake Sarah?
The city's water plan says the high-water elevations of Lake Independence, Lake Sarah and Lake Haughey were identified as a concern, and that a 2013 outlet project lowered Lake Independence to an acceptable elevation. Buildings near lakes and culverts can show moisture or drainage stress, which is worth documenting.
