Osseo's historic downtown commercial area runs three and a half blocks, and a commercial property inspection shows a buyer or lender how one building in it has aged. The National Register form for the 1915 Osseo Water Tower says the properties around the tower mostly post-date it, with a number from the recent past.

Commercial buildings in and around Osseo
Three and a half blocks on Central Avenue
The 1915 Osseo Water Tower sits at the north end of the historic downtown commercial area, which flanks the historic route of the Jefferson Highway and stretches three and a half blocks south to MN-81. The National Register registration form says that route runs along Central Avenue and that the original town is wedged between Highway 169 and MN-81.
The form, which includes a 2016 view of the downtown, says a cross-section of commercial, governmental and residential properties surrounds the tower and that, by and large, these properties post-date it, with a number dating to the recent past. It also describes a 1967 building housing the Osseo City Hall, the public library and the fire department just east of the tower.
The Osseo 150th anniversary history page says the town was platted in 1856 and laid out in a linear fashion with a public square as a central feature, and that the square was later reconfigured, with Luella Street, now Central Avenue, cutting through its center. A downtown laid out in the 1850s, with surrounding properties that mostly date from after 1915, has buildings of many ages on very few blocks. One block can hold several roof types and several generations of mechanical systems.
Railroad, potatoes and fire protection
The Great Northern Railroad arrived in 1880 and Osseo became a center for potato farming. In spring 1914, an average of 150 train carloads of potatoes were shipped out of Osseo each day, and a starch factory operated in town.
According to the form, the Association of Underwriters found that Osseo had no fire protection at all, so the cost of fire insurance was almost prohibitive and a significant deterrent to development. The Osseo Commercial Club provided the boost that turned discussion of a waterworks into action in late 1914, and the water tower followed in 1915. Its tank is carried on a lattice-girder trestle tower that rises to about 127 feet.
A downtown in repair
In March 2021, CCX Media reported that the Osseo City Council moved forward on a project to repair sidewalks and install crossings on Central Avenue. The project would replace disintegrating pavers and install flashing lights at two pedestrian crossings near city hall, and the sidewalk in front of the Steeple Pointe senior living property would also be replaced.
A 2024 city document lists a 2025 Central Avenue reconstruction to replace three blocks of deteriorating downtown sidewalk pavers. Sidewalks and curbs are the public edge of the storefronts. When they settle or fail, water and ice move toward entrances and foundations.

Quick answers
What kinds of buildings make up downtown Osseo?
The National Register form for the water tower describes a cross-section of commercial, governmental and residential properties around the tower, including a 1967 building the form describes as housing City Hall, the library and the fire department. It says the surrounding properties mostly post-date the 1915 tower, with a number from the recent past.
Why does a small downtown like Osseo's still call for a commercial inspection?
A downtown of three and a half blocks can hold buildings from several eras, from a 1915 landmark to a 1967 civic building and newer buildings from the recent past. Each has its own roof, structure and systems, and downtown buildings often sit close together, so a problem in one can affect its neighbors. A buyer is really buying one building in that cluster, and an independent inspection speaks to that one.
What can thermal imaging show in a mid-century commercial building?
A building from the middle of the last century often has a flat or low-slope roof, large front windows and an original electrical panel. A thermal camera records the temperature of each of those surfaces, and uneven patterns can point to wet insulation, heat loss around glass and roof edges, or a connection running warm. The pattern shows where to look, not what caused it.
