Highway 169: single-use storefronts, multi-tenant centers and warehouses

Champlin's 2040 comprehensive plan says a majority of the city's commercial development has occurred along the Trunk Highway 169 corridor. Commercial, office and industrial uses together cover about six percent of the city's land, and the largest concentrations are along that same highway. The plan also marks a change in building types: before 2000, most commercial development was single-use buildings with one retail business or professional service, while more recent development is multi-tenant retail.

That difference matters to a buyer. A single-use building rises or falls on its own roof and equipment. A multi-tenant center shares a roof, a parking surface and often an electrical service across several suites, so one flat-roof leak or one overheated connection can reach more than one tenant. Thermal imaging is an infrared camera method that records surface temperature differences. It can show wet insulation under a roof membrane and warm connections in electrical gear, two conditions the eye cannot see.

The plan describes industrial land as areas for warehousing with office uses and says developments along Highway 169 near 109th Avenue highlight that land use. It also names Elm Creek Commons, a 39-acre commercial and retail development west of the highway. The Metropolitan Council's land-use inventory counts Champlin's industrial land growing from 92 acres in 2016 to 104 acres in 2020.

Mississippi Crossings: an old business district with new investment

The city describes the 160-acre Mississippi Crossings area as lying along the Mississippi River, south of the historic Anoka-Champlin bridge. In the 1900s it grew into a vibrant central business district. More recently, the city says, it has consisted of obsolete commercial structures, dilapidated apartment buildings and vacant lots. The city says an earlier redevelopment plan led to the acquisition of key properties there, including eight apartment buildings, and it reports significant investment in the area from 2016 on.

Buildings of very different ages can end up within a few blocks of each other in an area like this. A structure that went through years of vacancy and patch repairs raises different questions than a building in its first years, and a buyer or lender may be weighing both kinds at once.

Elm Creek, the Mississippi and the flood maps

Champlin's plan says two areas of the city are subject to flooding. Along Elm Creek, a floodway and flood fringe extend south of the creek channel toward the Mississippi River. In February 2018, FEMA revised the flood plain boundaries and removed about 60 acres from the flood hazard area, a revision the plan says was made possible by the 2016 reconstruction of the Elm Creek dam.

A new line on a map does not change how rain moves across a site. Lenders and buyers can still ask where the lowest floor sits, how the lot drains and whether water has entered before, so flood-map status and a building's physical condition should be read together.
